The maximum allowable rent increase percentage landlords can set for tenants is 10% subject to the Oregon’s rent stabilization law ORS 90.324(b).

According to the Oregon Department of Administrative Services, “no later than September 30th of each year, the Oregon Department of Administrative Services shall calculate the maximum annual rent increase percentage allowed for the following calendar year.”

The allowable rent increase cap for calendar year 2026 was 9.5%. The current law limits annual rent increases to 7% plus the Consumer Price Index.

The published rates include specific limits for manufactured dwellings and marinas, which the agency defines as facilities. Different limits apply to smaller residential properties and specific tenancy categories.

Oregon was the first state in the nation to implement a statewide rent control called rent stabilization law when Governor Kate Brown signed the bill in 2019.
